    **Job Description**

    **AECOM** is seeking a Program Controls Manager (PCM) for major Water Programto be based inLos Angeles, CA.

    **Job Responsibilities:**

    It is anticipated that some level of remote work will be feasible. The initial Task Order for the Program Management contract is 3 years with potential full term of 10 years.

    The PCM will be supported by a fulltime scheduler and a fulltime cost manager and will provide oversight and guidance to this team, including developing a Project Controls Plan for the Program. Additional support is available from Program Management Advisors who are part of AECOM’s program team. The PCM will work with and support client’s Project Controls Manager and should, in addition to the minimum qualifications, have experience working on a large capital program and an understanding of client-facing program controls methods, practices, and requirements.

    **Lead Program Controls** **Manager (PCM)** – The Consultant shall provide a Lead Program Controls Manager (PCM) to monitor and audit compliance to procedures and processes related to schedule and cost control.

    **Program** **Controls** **Scope of Work**

    The Consultant shall assist client with scheduling, budgets, cashflow, forecasting, and earned value analysis.

    **Schedule Development & Monitoring**

    The Consultant shall assist in the design, implementation and maintenance of cost and resource integrated schedules consistent with the Program requirements, including but not limited to the following: Develop Work Breakdown Structures. Develop and maintain detailed cost and resource loaded schedules, including logic ties and constraints required to accurately depict the sequences of project activities and to provide subsequent critical path analysis. Update the schedules to reflect progress and changes. Provide current information regarding critical and near-critical activities, milestones, progress, and any outstanding issues affecting the schedules. Generate, maintain, and report on manpower estimates and requirements for each schedule. Analyze design and construction schedules prepared by others for performance, contractual conformance, and accuracy. Monitor and report on schedule trends, changes, or slippage to date, and prepare recovery plans as necessary. Develop, maintain, and update schedules in Primavera P6, detailing work breakdown structures of all phases, milestones, and tasks of the work in accordance with client’s Project Controls Report System and Capital Investment Plan (CIP) Office standards.

    **Baseline Budget Development and Monitoring**

    Baseline budgets shall be developed in consultation with the Client and monitored by the Consultant for deviations from the baseline budget. Work with client and other client consultants to develop tasks, duration, and budgets for each Program project. Include subsequent design phases, permits, and potential construction contract packaging. Collect and analyze cost information, including encumbrances, commitments, expenditures, and actuals. Monitor project progress against the baseline plan. Monitor and report on project baseline budget trends, changes, or slippage to date. Develop and prepare recovery plans as needed.

    **Cost and Change Management**

    The Consultant shall work with client to develop cost controls and change management processes as required.

    **Cashflow Projections and Forecast Modeling**

    The Consultant shall provide cashflow projections and forecast modeling for the Program, including but not limited to the following: Prepare cashflow projections suitable for reports, presentations, and Program management using the schedules and budget expenditure information developed for the Program. Coordinate with client for applicable time periods, rates, and other financial information. Analyze and report on projected cash flow requirements at the Program, appropriation, and project levels. Monitor project progress against the baseline plan to forecast future budget status. Share the results of the projections and modeling with Metropolitan and others as requested, along with potential management options to resolve any issues discovered. Produce cash flow projection reports for and in compliance with client’s Capital Investment Plan (CIP) standards.

    **Earned Value Analysis**

    The Consultant shall perform the Earned Value analyses for the Program as well as for specific projects: Compare and report on actual expenditures, earned values, and comparison to budgets. Report on project estimate to complete (ETC) and the estimated cost at completion (EAC) for budgets and labor hours for both funded and unfunded scopes of work. Recommend corrective actions as a result of the earned value analyses Develop revised EACs based on performance to date. Generate reports, including earned value analyses, for various levels of client management.

    **Qualifications**

    **Minimum Requirements:**

    + BA/BS + 10 years of relevant experience or demonstrated equivalency of experience and/or education, including 2 years of leadership

    **Preferred Qualifications:**

    + Minimum of ten (10) years experience in project controls.

    + Minimum of five (5) years experience as a Lead Project Controls Manager.

    + Held positions of similar responsibility to that described in the Scope of Services as a Lead Program Controls Manager for five (5) projects of $500 M or more in construction cost.

    **Additional Information**

    + Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The salary range for this position is $141,000 - $261,000.
