Latimer, Clarion Housing Group's development arm, submitted plans in March 2026 for Tendring Colchester Borders Garden Community. The proposal covers 7,750 homes across three walkable neighbourhoods, with at least 30% affordable housing, schools, health and transport hubs, cultural uses and workspace.

More than half of the site is planned as open space, including a 60-hectare country park, retained hedgerows, woodland, orchards and allotments. The first detailed phases cover 837 homes and early infrastructure. This record is explicit that the scheme is at planning-submission stage, credits Clarion and Latimer as master developer, and does not represent Russ Edwards as architect or sole author.
